A report on the study goes to two committees within three years of funding

Subsection (b). It sets a deadline of three years from the date funds are made available for the study, and names the two committees the report goes to. The report is to contain the results of the study and any findings, conclusions, and recommendations of the Secretary. The Act makes no funds available itself, so the clock starts elsewhere.
