“Nothing in this Act or in any amendment made by this Act may be construed to affect the exemption of a State from any requirement of any Federal law other than the National Voter Registration Act of 1993 (52 U.S.C. 20501 et seq.).”

Safeguard American Voter Eligibility Act, Sec. 7

Some states are exempt from the National Voter Registration Act of 1993 because they had no separate voter registration requirement, or offered election day registration, when it was enacted. This section keeps this Act from disturbing exemptions under other federal laws.
