Ensuring Citizenship Verification and Integrity in Federal Elections

The order directs the compilation of State Citizenship Lists using Social Security Administration records together with the Department of Homeland Security's Systematic Alien Verification for Entitlements program, and a United States Postal Service rulemaking on mail-in and absentee ballots. The words documentary proof do not appear in the body of the order.

Both address whether only citizens are registered, and they choose opposite mechanisms. The Act would place the burden on the applicant to produce a document at the point of registration. The order places it on federal agencies to match existing records and supply states with citizenship lists, and states expressly that appearing on such a list does not register anyone.

Preserving and Protecting the Integrity of American Elections

Section 2(a)(i) directs the Election Assistance Commission to require documentary proof of United States citizenship in the national mail voter registration form, and to have an official record the document type, its issuance and expiration dates, the issuing office and any unique identification number. Section 2(a)(ii) lists the documents that count.
