“Sections 1 and 2 of the Marine Debris Act, sections 101, 102, and 104 of the Marine Debris Act, as redesignated by this Act, and section 133 of the Marine Debris Act, as transferred and so redesignated by this Act, are amended by striking ``Administrator'' and inserting ``Under Secretary''.”

In sections 1 and 2 of the Marine Debris Act, in sections 101, 102 and 104 as section 2 of this Act renumbers them, and in section 133 as section 4 of this Act moves and renumbers it, the word Administrator is replaced by Under Secretary. Section 5 of this Act is where Under Secretary takes its meaning.
