Three changes to section 103 of the Marine Debris Act. The Administrator of the National Oceanic and Atmospheric Administration becomes the Under Secretary, the Administrator of the Environmental Protection Agency becomes the EPA Administrator, and a cross reference in subsection (e)(3) is changed from section 3 to section 101, the number section 2 of this Act gives that section.

Two long job titles are cut down to short ones. A pointer to part 3 now points to part 101.
Part 3 of the old law is now part 101. So the pointer had to change. The two short titles get their meaning from part 5.
