Three changes to section 103 of the Marine Debris Act. The Administrator of the National Oceanic and Atmospheric Administration becomes the Under Secretary, the Administrator of the Environmental Protection Agency becomes the EPA Administrator, and a cross reference in subsection (e)(3) is changed from section 3 to section 101, the number section 2 of this Act gives that section.
