The Treasury must make the 2024 and 2025 payments within 45 days

The third paragraph of the added subsection (e) requires the Secretary of the Treasury to make all payments under title I of the Secure Rural Schools and Community Self-Determination Act of 2000 for fiscal years 2024 and 2025 within 45 days of the date the subsection was enacted.

The Treasury gets 45 days. In that time it must send all the money for 2024 and 2025. The clock starts when this rule becomes law.
The law was signed on December 18, 2025. The two years it names had already gone by. So it sets a short deadline to catch up.
