Training is to be established for contracting officers and the acquisition workforce

Paragraph (2) adds a new paragraph (5) to subsection (r) of section 9 of the Small Business Act. Subparagraph (A) puts the duty on the Administrator, working with the Secretary of Defense, the Administrator of General Services, and the head of any other Federal agency the Administrator determines appropriate. The training is for contracting officers and the agency acquisition workforce, and its stated aim is that all of them are fully aware of all aspects of Phase III awards under the SBIR and STTR programs. No date is set for the training to exist.

Training must be set up for the staff who buy things. The head of the small business agency runs it. Some other agency heads help. The goal is that the staff know the Phase III rules.
Phase III is when the government buys the finished work. Buyers who do not know the rules can slow that down. The law sets no date for the training.
