Federal agency, Phase II, Phase III, SBIR and STTR take the meanings given in section 9(e) of the Small Business Act (15 U.S.C. 638(e)). Small business concern takes the meaning given in section 3 of the same Act (15 U.S.C. 632). Those meanings are not recorded here, because neither provision is indexed on this site.
