Phase flexibility runs until September 30, 2031 and reaches two more agencies and the STTR program

Subsection (a) makes three changes to section 9(cc) of the Small Business Act (15 U.S.C. 638(cc)). The opening words 'During fiscal years 2012 through 2025' become 'Until September 30, 2031'. The words naming the Department of Education are replaced by words naming the Department of Energy, the National Aeronautics and Space Administration, and the Department of Education. And the words 'or STTR program' are inserted after 'SBIR program' at each place the term appears. This Act does not restate the sentence those words sit in, and section 9(cc) is not indexed here.

The end date moves to September 30, 2031. Two more agencies are named. And a second award program is added each time the first one is named.
The two new agencies are the energy department and the space agency. This law does not say what the rule they join does. That part of the older law is not on this site.
