A further review each year for five years
What the document says“In each of the five calendar years following the date of the enactment of this Act, the Comptroller General shall conduct a review including the elements described in subsection (a)(2), and submit a report described in subsection (a)(3), regarding the funding of the Department of Veterans Affairs for the most recent fiscal year to end before the date of such review.”
The later reviews are counted in calendar years from enactment, and each one covers the most recent fiscal year to end before the review. They carry the elements and the reporting duty set for the first review.

The GAO must do a review in each of the next five years. Each one covers the same points as the first. Each one looks at the year that just ended.
The first review looks back at two bad years. These later ones keep watch year by year. Each one ends with its own report.
