The amendments take effect 180 days after they are issued

Subsection (b) of section 5017 provides that the amendments take effect 180 days after the Commission issues them, unless an Act of Congress revises the effective date or modifies or disapproves the amendment. It also provides that they supersede any contrary amendment in the guideline amendments submitted to Congress on or about May 1, 2026.

The new rules start 180 days after the panel puts them out. Congress can pass a law to change that day. Congress can also change or reject a rule.
