“Not later than 3 years after the date of enactment of this Act, the Secretary of Health and Human Services (referred to in this subsection as the ``Secretary'') shall conduct an assessment of anticipated budget authority and outlays of the World Trade Center Health Program”

Subsection (b) of section 6411 requires the Secretary of Health and Human Services, within three years of enactment, to assess the program's expected budget authority and outlays through its duration and report to the Speaker and minority leader of the House, the majority and minority leaders of the Senate, and four named committees. The report must project needs year by year through fiscal year 2090, review the program's modeling for 2017 onward against actual spending, compare projections under the new formula with projections if it ran through 2090, and give any recommendations for changing the formula.
