An assessment of costs through 2090 is due within three years

Subsection (b) of section 6411 requires the Secretary of Health and Human Services, within three years of enactment, to assess the program's expected budget authority and outlays through its duration and report to the Speaker and minority leader of the House, the majority and minority leaders of the Senate, and four named committees. The report must project needs year by year through fiscal year 2090, review the program's modeling for 2017 onward against actual spending, compare projections under the new formula with projections if it ran through 2090, and give any recommendations for changing the formula.

Within three years the health chief must work out what the program will cost. That means the money it can commit and the money it will pay out.
The program cares for people made sick by the September 11 attacks. Their care will run for decades. The report looks out to 2090.
