“Not later than one year after the date of the enactment of this Act, and every year thereafter until the Partial Claim Program terminates, the Comptroller General of the United States shall submit to the Committee on Veterans' Affairs of the Senate and the Committee on Veterans' Affairs of the House of Representatives a report.”

Each report has to give, broken out by quarter, the number of partial claims filed and approved, the redefault and foreclosure rates on those loans, a comparison with other loss mitigation options, the number of housing loans guaranteed and the number of applications denied, the number refinanced, and how many veterans are at least 60 and at least 90 days late.

The assessment has to consider who received a partial claim compared with those given other options, how the loans then performed, what the department looked at in choosing between options, the cost to taxpayers, how the program compares with the earlier coronavirus partial claim payment program and what was learned from it, what the department tracked, and how other federal housing agencies use partial claims.
