It provides that whatever becomes available in the Customs User Fee Account, other than sums subject to section 13031(f)(3) of the Consolidated Omnibus Budget Reconciliation Act of 1985, is drawn from that account rather than from the general fund. The size of the general fund share therefore depends on how much fee revenue arrives during the year.
