Failing to provide the estimates suspends the transfer authority

If the monthly estimates are not provided for the purposes those sections describe, the department's reprogramming and transfer authority under section 503 is suspended until the estimates reach both Appropriations Committees.

If the monthly counts are not sent, the department loses a power. It may not shift money around.
