Earlier references to the refuge are deemed to use the new name
What the document says“shall be deemed to be a reference to the ``Jocelyn Nungaray National Wildlife Refuge''.”
Subsection (b). It provides that any reference to the refuge in a law, map, regulation, document, paper, or other record of the United States is taken to be a reference to the new name. The subsection names no record and requires no record to be reprinted.

Old papers may still use the old name. Those words now mean the new name.
