If one provision is held invalid, the rest of the Act stands

The section provides that if any provision of the Act, or its application to a person or circumstance, is held invalid, the rest of the Act and its application to other people and circumstances are not affected.

A court may strike down one part of this law. The rest still stands. It still applies to other people and cases.
To sever is to cut one piece away and keep the rest. Without this clause a court might void the whole law. This tells the court to keep going.
