A State credentialed trainee appraiser is defined

The section adds a definition to section 1121 of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989: a State credentialed trainee appraiser is a person who meets the minimum criteria the Appraiser Qualification Board sets for a trainee credential and is credentialed by a State appraiser certifying and licensing agency.

The person must meet the least criteria a national board sets. The person must also hold a paper from a state office.
Both tests must be met. One is national and one is at the state level. A person who fails either is not a credentialed trainee.
