What the document says

The section amends section 203(a)(1) of the McKinney-Vento Homeless Assistance Act, replacing the duty to update the plan each year with a duty to report to the President and Congress each year on how far the plan has been completed and on any changes made to it and why. It also updates a reference from the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 to this Act.

What the document actually says

“by striking ``update such plan annually'' and inserting ``submit to the President and Congress a report every year thereafter that includes-- ``(A) the status of completion of the plan; and ``(B) any modifications that were made to the plan and the reasons for those modifications;'';”

To increase the supply of housing in America, and for other purposes, Sec. 703
That sentence, in plain words

Words about updating a plan each year come out. New words go in. They call for a yearly report to the President and Congress. It must say how far the plan has come and what was changed.

What this is about

A plan can be updated without anyone hearing about it. A report goes to the President and to Congress. It must also give the reasons for each change.

How to Read This Page

The quotation is the document's own words, exactly as printed, and we check the page number against the Act itself before publishing. The paragraph underneath is our summary, not the document's words. So is the plain English version, which is why it sits beside the quotation rather than replacing it.
