The section requires the Comptroller General of the United States to study and report to Congress within a year on obstacles middle-income households face in finding affordable housing, the areas where housing is least affordable and available to them, federal housing programs including tax credits, grants, and loans they cannot use because of their income, recommended parameters for a federal definition of workforce housing, and how federal programs could be modified or created to include it if matching funding were provided. A middle-income household is defined as one earning above 80 percent but no more than 120 percent of area median family income.
