The section applies the new limit to people already entitled or enrolled at enactment only from 18 months after that date, and requires the Commissioner of Social Security within one year to review those people to identify anyone not within the four statuses, and to notify each such person that their entitlement or enrollment will end 18 months after enactment, as soon as practicable and in a way designed to make sure they understand.
