The findings go to the two veterans committees
What the document says“submit to the Committee on Veterans' Affairs of the Senate and the Committee on Veterans' Affairs of the House of Representatives a report setting forth the findings of the Comptroller General with respect to the analysis completed pursuant to paragraph (1).”
The Comptroller General must report the findings of that analysis to the Veterans' Affairs committees of both chambers. The same 540 day deadline covers the report as well as the analysis.

The watchdog must then send its findings to Congress. Two groups get the report. Both work on veterans.
One group sits in the Senate. The other sits in the House. The report must set out what the study found.
