“Each year, not later than 180 days after the date on which the Secretary receives the summary under paragraph (1), the Secretary shall submit to Congress an annual summary and analysis of the matters summarized pursuant to such paragraph.”
Within 180 days of receiving the officer's summary, the Secretary must send Congress an annual summary and analysis of the same matters. The clock runs from receipt of the internal summary rather than from a fixed date in the calendar.
