A yearly summary of the data goes to the Secretary
What the document says“Each year, the Chief Veterans Experience Officer shall submit to the Secretary a summary of the data received by the Chief Veterans Experience Officer under subsection (c)(2).”
Once a year the Chief Veterans Experience Officer must give the Secretary a summary of what the other Department offices reported under the second function. This is the first of the two reports the inserted section requires.

Each year the leader must send a summary to the head of the VA. It sums up the reports from other VA offices.
