Positions, not promises
Most of these are positions rather than promises. An incumbent's campaign site describes what they have done as often as what they will do, and the two are quoted here as the site put them. Where a member made a promise that names an act, it is tested in the signed pledges above.
Why no verdict is given on these
A president signs an order and the Federal Register prints it. A member casts one vote among four hundred and thirty-five and speaks under a heading somebody else chose, so there is rarely a single act that answers a position. Their whole record is linked from each one instead.
Coverage is uneven and will stay so. A member appears here only where the Internet Archive captured their campaign site during that cycle.
