A new paragraph (7), In-kind contributions, added at the end of section 101(d) of the Marine Debris Act. Where a project is carried out under a contract or other agreement that is not a cooperative agreement and not a grant, the Under Secretary may contribute in kind the share of the project's costs that the Under Secretary determines matches the benefit the National Oceanic and Atmospheric Administration gets from the project.

NOAA can pay a share of a job in kind. In kind means work or goods, not cash. It pays for the part that helps NOAA.
