The section provides $1,900,000,000 to build a new air route traffic control center, with no more than 2 percent of that amount used for planning or administration, and requires at least three existing centers to be divested and folded into the new one. A further $100,000,000 funds a realignment and consolidation effort under which at least ten existing centers are closed or consolidated.

What the document says

“Not later than 180 days after the date of enactment of this Act, and every 90 days thereafter, the Administrator of the Federal Aviation Administration shall submit to Congress a report that describes any expenditures under this section.”

The section requires the Administrator to report to Congress on any spending under the section within 180 days of enactment and every 90 days after that.
